Se dice que el desempleo es estructural en esta nueva economía global, es decir las economías no demandan empleados en la misma forma que estos salen al mercado laboral. La globalización es un proceso histórico que ha resultado de la innovación humana y el progreso tecnológico. Se refiere a la extensión de los mercados por sobre las barreras fronterizas de cada país. Además, es un proceso de alta integración de las economías alrededor del mundo particularmente a través del comercio de bienes y servicios y los flujos financieros. Por otro lado, las oportunidades que se dan por esta coyuntura histórica, son inigualables, la era del intermediario se acabó y esto trae una nueva oportunidad para el individuo, particularmente en el sector servicios, apoyado por nuevos sistemas y tecnologías. Nuestro reto es saber adecuarnos para aprovechar esta nueva era de oportunidades.

El objetivo de la publicación y el taller es facilitar el entendimiento al lector de su rol profesional y empresarial, del cual puede realizar un proceso de reingeniería y convertirse en un actor de mayor importancia. Al caminar la guía lo descubriremos. Se trata de liberarnos de trabas administrativas del pasado y convertirnos en dueños de nuestros propios destinos. Se busca liberar al individuo de una dependencia de procesos que no otorgan un valor agregado, por ello, estos procesos se debe eliminar o cambiar por otros que sí ofrezcan un valor agregado al producto final.

Este taller nace del trabajo que realicé en temas de mercados laborales durante mis años en el Banco Interamericano de Desarrollo (BID). Los modelos económicos mostraban señales, que años después se comprobarían ciertas, que la estacionalidad de la demanda laboral se prestaba para que un trabajador sufriera periodos de desempleo. Esto nos llevó a diseñar diversas respuestas como un seguro de desempleo y otras. Pero hubo otras brechas encontradas en el mercado que no se respondieron. Una de estas consideraciones era la necesidad de pensar que algunos trabajadores no serían empleados por diversos motivos. En algunos de dichos casos el emprendimiento basado en capacidades se veía como una alternativa para lograr restablecer los ingresos que antes traía un empleo.
